Israel recently authorized a long-delayed plan to develop an area of Judea and Samaria (the West Bank) known as Area E1. Area E1 is largely empty but highly controversial due to its location. It sits between east Jerusalem and the settlement of Ma'ale Adumim. Palestinians claim the growth of Israeli settlements in E1 would block the construction of a contiguous Palestinian state and thereby render the widely-desired Israeli-Palestinian "two-state solution" infeasible. For decades, international pressure prevented Israel from implementing the E1 development plan. Why did Israel suddenly approve the E1 build-out? Was the decision legal? Would it preclude the advent of a Palestinian state? These are the issues the webinar will explore.
