Litigating UNRWA: A Legal Assault on the Infrastructure of Terror Hidden Behind a U.N
September 18, 2025

This program will present a groundbreaking lawsuit brought on behalf of American victims of terrorism that seeks to hold UNRWA and its American charitable arm UNRWA USA accountable for knowingly enabling Hamas and other terrorist organizations through its schools, financial practices, logistics, infrastructure and perceived legitimacy as a "humanitarian" entity. The case goes beyond individual acts of terror to expose how UNRWA’s structural model perpetuates radicalization and seeks to shield terror actors under the auspices of the United Nations. The discussion will explore how plaintiffs are using U.S. anti-terror laws to hold UNRWA accountable, confronting the legal and political protections afforded to U.N. agencies, and seeking to prevent any successor entity from continuing UNRWA’s deadly mandate.
